The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Lead Legal Instruments Examiner. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration (RPTA), Recorder of Deeds. The incumbent at the direction of the Unit Supervisor or Upper Management, distributes and balances the workload among employees in accordance with established work flow, assures timely accomplishment of the assigned workload, and progress of work.

In addition, duties include but are not limited to:
•Examining all documents, such as but not limited to, Deeds, Trusts, Releases, Assignments, Agreements, Easements, Court Actions and Foreclosures to ensure they have appropriate information needed prior to being recorded and made public record
• Indexing and verifying documents to be recorded for the public record by extracting pertinent information to index into ROD's automated system; consulting with other ROD and/or RPTA units to reconcile and coordinate inconsistencies; and preparing daily production reports
• Utilizing land records management systems and other RPTA databases to obtain information related to the examination of legal instruments; rejecting documents that do not provide adequate information and/or do not have the appropriate fees and taxes
• Determining the amount of fees and taxes to be collected and ensuring the accuracy of fees and taxes collected; providing daily reconciliation of the fees and tax amounts collected via checks and generating the appropriate paperwork related to the reconciliation
• Responding to public inquiries regarding missing images of land records from the ROD database
• Providing general information to taxpayers on all land and general documents
• Receiving and researching requests for certified copies of documents and responding to customer request in writing, as well as orally; answering taxpayers' phone calls inquiring on the status of recording; and answering inquiries received via Mayor's office
• Performs other related duties as assigned

MINIMUM QUALIFICATIONS: Two (2) years of progressive work experience which allows the incumbent to perform the examination and review of legal documents to ensure accuracy of information, calculate and confirm fee computations, and satisfy customer inquiries in writing, as well as orally. Join a growing multi-office company that is focused on building a next generation real estate title and settlement agency. 

· Act as a trusted liaison between all parties to the transaction (homebuyer, builder, lender, realtor, etc.)
· Manage all aspects of settlement transactions including preparing CD statement, preparation and coordination of deeds, verifying accuracy of loan documents, insurance documentation and seller statements
· Obtain signatures for closing transactions, explain all documents executed as needed, and facilitate questions/answers between parties to the transaction
· Review and approve checks and/or wire transfers and, after closing, review escrow accounting reports and resolve any outstanding check or open file balance issues

· Virginia and/or Maryland Title/Escrow license or desire to obtain it
· Notary Public certification is preferred or desire to obtain it
· Related Functional Experience: minimum of 2-5 years experience in title insurance & escrow industry
· Expertise in title insurance and real estate settlement procedures, including HUD statements, loan documents, etc.
· Comprehensive understanding of state vesting and holding title requirements
· Effective communication, presentation and organizational skills
· Microsoft Office software skills and experience with one of the major title production software systems
· Foreign language skills: knowledge of Spanish or Mandarin Chinese is a bonus
· Good attitude and willingness to work hard
